Parking, Traffic, and Miscellaneous Regulations

All regulations, state laws, and local ordinances are enforced by the Jefferson College Police Department (JCCPD)


Section I - Parking

  1. All faculty, staff and students must register their vehicles with Enrollment Services' Office and display a valid parking permit while parking on any of the Jefferson College campuses.  

    A parking permit shall be displayed only in the vehicle that it is registered to.

    Parking permits are to be affixed to the lower, right (passenger side), corner of the window, in plain view, with the permit number visible.
  2. Vehicles may only park in areas where the class of permit they have received is valid.
      
  3. Except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer or other traffic control device, no person shall:

    Stop, stand, or park a vehicle:
    * On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
    * On a sidewalk;
    * Within an intersection;
    * On a crosswalk;
    * Between a safety zone and the adjacent curb or within 30' of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
    * Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic;
    * At any place where official signs prohibit parking.

    Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
    * Within 15' of a fire hydrant;
    * Within 20' of a crosswalk at an intersection;
    * Within 30' upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway;
    * At any place where official signs prohibit standing.

    Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading and unloading merchandise or passengers:
    *At any place where signs prohibit parking.

    Parking on grass is strictly prohibited and no vehicle may occupy more than one space (double parking).
  4. Only visitors may occupy spaces designated as "Visitor Parking". Faculty, staff, students, food service amd maintenance employees, etc., are not considered Visitors and are not permitted to park in Visitor spaces.
     
  5. Parking regulations are enforced 24/7. All posted regulations shall be considered enforceable at all times.
     
  6. All overnight Viking Woods visitors are required to register their vehicles and obtain a visitor's pass from the Viking Woods Housing Office.

    Parking at Viking Woods is restricted to Viking Woods residents. A resident parking permit is required to park at Viking Woods. Any vehicle without a resident parking permit is subject to tow from the property at the vehicle owner's expense.
  7. All persons who stop, stand, or park a vehicle upon Jefferson College property, shall observe and comply with all Jefferson College regulations, ordinances of Jefferson County, City of Hillsboro, and/or City of Hillsboro (depending on campus location), and Missouri state laws.  violations of these laws/regulations may subject the offender to whatever penalties shall be assigned by courts or College judicial/administrative process.
     
  8. No person shall park in a designated handicapped space without a state issued handicapped placard. Faculty, staff, and students who are eligible to access Handicap Parking spaces are also required to display the appropriate College parking permit (faculty, student, resident) parking permit as well as the state issued handicap placard. Violators are subject to a fine not only by the College but the appropriate campus jurisdiction (Jefferson County Sheriff's Office, City of Hillsboro, or City of Arnold).
     
  9. If a person abandons property (any unattended motor vehicle, trailer, all-terrain vehicle , outboard motor or vessel, whether or not operational) on Jefferson College, without the consent from college faculty/staff or JCCPD officer; a JCCPD officer may authorize a towing company to remove such abandoned property from the property, at the vehicle owner's expense in the following circumstances:

    *The abandoned property is left unattended for more than 48-hours.
    * In the judgment of a law enforcement officer, the abandoned property constitutes a safety hazard or unreasonably interferes with the use of the real property by the person in possession;
    * A law enforcement officer may also provide for the towing of motor vehicles or vessels from real property under the authority of any local ordinance providing for the towing of vehicles or vessels which are derelict, junk, scrapped, disassembled or otherwise harmful to the public health under the terms of the local ordinance.
    * Neither the law enforcement officer, nor anyone having custody of abandoned property under his or her direction shall be liable for any damage to such abandoned property occasioned by a removal authorized by this section other than damages occasioned by negligence or by willful or wanton acts of omissions. JCCPD may also authorize a towing company to remove abandoned property or property parked in a restricted area where posted.
     

Section II - Traffic Regulations

  1. All persons who operate or drive a vehicle upon Jefferson College property, shall observe and comply with all Jefferson College, Jefferson County, City of Hillsboro, and/or City of Arnold regulations and ordinances. Violations may be subject to the offender to whatever penalties shall be assigned by courts or College judicial/administrative process.
      
  2. The speed limit on college property shall be 20 M.P.H on the roadways and 10 M.P.H in the parking lots unless conditions exists that warrant a reduction in these speeds, (i.e. weather, construction, pedestrians, etc.)
      
  3. All vehicles are required to obey all traffic control devices (i.e. stop signs, speed limit signs, crosswalk signs, yield signs, etc.), unless otherwise directed by a traffic official or law enforcement office, subject to the exceptions granted the driver of an authorized emergency vehicle in the law..

    Violators will not be held responsible, if at the time of the violation, the traffic control  device was ot in proper position or sufficiently legibly to be seen by an ordinarily observant person.
  4. No vehicle shall operate in a careless or imprudent manner. Every person operating a motor vehicle on Jefferson College property shall drive the vehicle in a careful and prudent manner so as not to endanger the property or another or the life or limb of any person and shall exercise the highest degree of care.
     
  5. Pedestrians' Right-of-Way in Crosswalks: when traffic control signals are not in place or not in operation the driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.

    No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield.
  6. All vehicle operators are required to obey directions given to them by any Campus Police Officer or designated law enforcement official.
     

Section III - Miscellaneous Regulations

  1. Tobacco Free/Smoke-Free: This regulation applies to all faculty, staff, employees, students, contractors, performers, and visitors.

    The use of all tobacco and smoke related products is prohibited on all properties owned or leased by Jefferson College, including buildings, facilities, and student housing, as well as outdoor areas such as sidewalks, parking lots, athletic fields, and common areas.

    The terms "tobacco and smoke related products" include cigarettes, cigars, pipe tobacco, smokeless/chewing tobacco, electronic cigarettes, herbal smoke products, hookahs, beedies, and any other smoke related substances or products the college chooses to prohibit.

    Smoking is permitted inside of personal vehicles, while sitting inside the vehicle with doors closed, windows may be opened. Smoking is not allowed on motorcycles or non-motorized vehicles such as a bicycle.
     
  2. Littering: A person commits the offense of littering if he/she places, deposits, or causes to be placed or deposited, any glass, glass bottles, wire, nails, tacks, hedge, cans, garbage, trash, refuse, cigarettes, or rubbish of any kind, nature or description on the right-of-way of any roadway, parking lot, any of the waters, or any land or water owned, operated or leased by Jefferson College without the owner's consent.

     
All college regulations are subject to college citations with fines ranging from $25.00 - $100.00. Any state law or local ordinance violations are subject to a court citation with fines regulated by its respective judge. Jefferson College reserves the right to change these procedures without notice.
